Coljuegos Contributes Over USD 200 Million to Colombia’s Healthcare System

Coljuegos, the Colombian gaming regulator, has reached a significant milestone in public financial support. At the GAT Expo Santo Domingo 2025, held in the Dominican Republic, President Marco Emilio Hincapié announced that the organization has successfully allocated nearly USD 205.6 million to the national healthcare system. This achievement marks a pivotal moment in the history of Coljuegos. Hincapié highlighted that 33% of all funds transferred during Coljuegos’ 14 years of operation have been made during the current Government of Change, a period characterized by rapid growth, modernization, and strategic regulatory actions.

The surge in revenue can be attributed to several factors: the introduction of new regulated gaming products, a concerted effort against illegal gaming operations, and advancements in technological infrastructure. These elements have positioned Coljuegos as a more effective regulator and have transformed gaming activities into substantial social contributions.

Introduction of New Gaming Products

One significant advancement has been the regulation and introduction of Keno. Coljuegos projects that this product will significantly enhance revenue streams, expecting to contribute an additional USD 127 million to the healthcare system over the next five years. Furthermore, revised regulations for raffles are predicted to generate approximately USD 18.4 million annually, further bolstering the subsidized healthcare regime. These initiatives demonstrate the regulator’s commitment to establishing clear, effective frameworks that encourage legitimate participation and deliver tangible public benefits.

Combatting Illegal Gaming Activities

Hincapié also provided a detailed account of the administration’s efforts to not only refine regulations but also dismantle illegal gaming operations across Colombia. Under this government’s term, authorities have seized 7,269 illegal gambling elements, conducted over 200 enforcement operations, and apprehended nearly 900 individuals involved in unauthorized gaming activities. A notable achievement in this battle is the blocking of 34,112 illegal betting websites, significantly curbing access to unauthorized platforms. Additionally, more than 11,000 illegal slot machines, bingo modules, and other gaming devices have been destroyed under Coljuegos’ supervision. These actions demonstrate a firm commitment to consumer protection and the stabilization of the regulated market.

For Hincapié, these measures go beyond mere enforcement; they ensure fairness, transparency, and responsible gaming practices for all users in Colombia.

Regional Collaboration and Dialogue

The announcement was made during the panel “From the Caribbean to the Andes: Regulatory Advances in the Region,” part of the GAT Expo Santo Domingo. The session included participation from other regional experts, such as Yamile Gutiérrez of G&G Studio Legal and Adams Pérez, Compliance Director of the Puerto Rico Gaming Commission. Their involvement underscored the importance of cross-border dialogue and cooperation in strengthening Latin America’s regulatory frameworks for games of chance.

The GAT Expo 2025, held from November 12–13 in Santo Domingo, gathered regulators, industry leaders, and gaming operators from across Latin America. The event served as a platform to explore emerging trends, regulatory challenges, and shared objectives for modernization and responsible gaming.

Coljuegos’ recent accomplishments highlight a critical reality: gaming, when properly regulated and managed, can serve as a powerful tool for social investment. As the institution continues to expand the legal gaming market and combat illegal activities, its contributions to Colombia’s healthcare system are expected to grow. Through innovation, oversight, and a focus on public welfare, Coljuegos is solidifying its role as a pivotal player in the sustainable development of the gaming sector across the region.

While Coljuegos celebrates its achievements, some industry observers suggest caution. They argue that the rapid expansion and the introduction of new gaming products could lead to potential risks if not managed carefully. There is a concern that the focus on revenue generation might overshadow the need for strict oversight to prevent problem gambling and ensure that the social impacts of gaming remain positive. Balancing growth with responsible gaming practices is crucial for maintaining public trust and achieving long-term sustainability.

Nonetheless, Coljuegos’ efforts in enhancing regulatory frameworks and promoting legal gaming avenues have contributed positively to the sector’s legitimacy and public perception. As it navigates the complexities of the gaming industry, the organization remains committed to its mission of turning gaming into a significant contributor to Colombia’s social welfare, especially in the healthcare domain.
