Alberta Advances iGaming Regulations to Curb Unregulated Online Gambling

On January 14, the Government of Alberta announced new regulations aimed at establishing a safer and regulated iGaming market, an effort to reduce the dominance of offshore gambling operators in the province. According to provincial data, unregulated online gambling sites currently represent approximately 70% of Alberta’s iGaming activities, highlighting a significant challenge for local authorities. The introduction of these rules is part of the province’s strategy to control and regulate online gambling, thus providing a secure environment for players and ensuring legitimate operations comply with established standards.

The newly published regulations emphasize consumer protection, with Alberta’s Minister of Service Alberta and Red Tape Reduction, Dale Nally, stressing the need for regulatory intervention to protect residents, particularly minors, from the risks associated with unregulated online gambling. Nally advised caution for non-gamblers, indicating that the government’s primary concern is safeguarding Albertans from potential gambling-related harms, especially given the prevalence of unregulated iGaming options.

As part of the regulatory framework, Alberta will introduce measures to enhance player protection, requiring operators to integrate comprehensive responsible gambling tools from the outset. These tools include system-wide self-exclusion options, financial limits, and time-management features to mitigate problem gambling. Operators will also be mandated to provide clear gaming activity reports and to take proactive steps if signs of problematic behavior are detected among players.

Advertising practices are also under scrutiny in the new rules, which prohibit targeting minors and the use of athletes in gambling advertisements. This approach aligns with the province’s objective to shield vulnerable populations from aggressive marketing, a tactic often employed by unauthorized offshore operators that Alberta aims to counteract through regulatory measures.

Currently, PlayAlberta, operated by NeoPollard Interactive under the jurisdiction of the Alberta Gaming, Liquor and Cannabis Commission (AGLC), remains the sole legal iGaming platform in the province. Despite generating $275 million in net sales last year, an increase of $35 million from the previous year, PlayAlberta only accounts for an estimated 23% to 32% of the province’s total online gambling market. This leaves a significant portion of gaming activity occurring on unregulated sites, underscoring the need for regulatory expansion.

Alberta looks to Ontario’s successful transition to a regulated multi-operator iGaming market as a model. Since Ontario’s regulatory shift, the province has reported a regulated market share exceeding 80%, demonstrating effective channelization of players to legal platforms. Alberta aims to replicate this model, balancing increased revenue capture with enhanced consumer protections, while attempting to mitigate any negative consequences of expanding the legal market.

The next phases involve finalizing the regulatory framework and preparing for implementation. A timeline for the introduction of licensed private operators into Alberta’s iGaming market is yet to be announced, but ongoing consultations suggest a structured rollout. Authorities will continue to monitor market dynamics and adjust policies to ensure compliance and the continued safety of Albertan players.
