Bogotá has successfully channeled more than COP 89.6 billion into its healthcare system, courtesy of regulated territorial gaming activities between January and October 2025. This financial injection underscores the vital role the gaming industry plays in supporting Colombia’s health sector. The funds were generated from legal gaming operations such as lotteries, chance betting, and Raspa & Listo, specifically targeting the subsidized health regime.
These impressive figures were highlighted during a ceremony marking the signing of a new Pact of Legality between Coljuegos, Colombia’s national gambling authority, and the Bogotá Lottery. Marco Emilio Hincapié, President of Coljuegos, emphasized that the growing financial transfers reflect the successful implementation of regulation and enforcement strategies, ultimately benefiting society. “Regulation has allowed bingo to consistently increase its contribution to healthcare,” he pointed out, noting the positive impact on those most in need.
In detail, of the total COP 89.639 billion allocated to Bogotá, COP 28.137 billion stemmed from the country’s 15 authorized lotto operations. Significant contributions came from the lotto operations in Bogotá, Antioquia, and Valle del Cauca, bolstering the capital’s subsidized healthcare framework.
Besides lotteries, chance betting and Raspa & Listo games played a substantial role in the revenue pool. These gaming modalities, managed by Grupo Gelsa, contributed COP 44.884 billion and COP 15.129 billion respectively to Bogotá’s coffers. Combined, these sources represented the lion’s share of the total gaming revenue.
The expansion of regulated gaming financials is closely tied to Coljuegos’ strategic efforts to combat illegal gambling. Under the current “Government of Change,” Coljuegos has established over 45 Pacts of Legality with various public and private entities. These collaborations focus on information sharing, enforcement, and actions against illegal gambling networks.
Luis Gabriel Fernández, General Manager of the Bogotá Lottery, highlighted the severe threat illegal gaming poses to public finances. He estimated that money laundering through gaming could result in losses exceeding COP 1.5 trillion annually. He stressed that dismantling criminal syndicates is crucial not only to safeguard public funds but also to ensure that resources intended for healthcare reach their intended targets.
Bogotá has emerged as a focal point for enforcement actions against illicit gambling activities. Joint efforts by Coljuegos and the National Police have led to numerous raids across the capital, including high-risk zones like the Bronx neighborhood. These operations have resulted in the seizure of 1,037 illegal gaming devices, including slot machines, bingo equipment, and unauthorized online betting terminals. Such activities form part of a nationwide campaign to dismantle supply chains and protect consumers from unregulated businesses.
On the digital front, Coljuegos has issued over 37,111 blocking orders to curb access to illegal betting websites in Colombia. Website blocking is seen as a critical tool to prevent unauthorized platforms from reaching the public.
The revenue generated from territorial games plays a crucial role in funding healthcare services for Bogotá’s underprivileged communities. To maintain and enhance these contributions, the government is committed to ensuring revenue stability and growth. With the implementation of the new Pact for Legality, Coljuegos and the Bogotá Lottery are poised to intensify efforts against clandestine casinos, chance betting, raffles, and sports betting.
The Bogotá case exemplifies how regulation and institutional coordination can strengthen the role of gaming as a source of social funding. The focus on enhancing oversight and curbing illegal activities signifies a robust future outlook for the gaming sector’s contribution to public welfare.
