Osage River Gaming and Conventions Revives Casino Proposal in Missouri

Osage River Gaming and Conventions (ORGC) is making another attempt to establish a casino near the Osage River, reigniting hopes for a new gaming destination in the area. Despite being narrowly defeated last year, ORGC believes that local sentiment is shifting in their favor. The group aims to amend Missouri’s constitution, targeting a site along Highway 54, as they re-engage with local officials and the community.

Last year, ORGC’s proposal for Amendment 5, which sought to allow a casino below Bagnell Dam, lost with 52.5% voting against it. This year, they are revising the ballot language and are preparing to submit the new proposal to the Missouri Secretary of State. Andy Prewitt of ORGC has confirmed that Miller County officials are once again backing the initiative, and the group plans to seek approval from the Lake Ozark City Council shortly. Their goal is to start gathering petition signatures by the end of November.

Tim Hand, another investor in ORGC, highlighted the importance of persistence, noting that successful ballot measures often require multiple attempts. However, if the proposal advances to the 2026 ballot, it could face new challenges from legislative reforms aimed at making constitutional amendments, such as new casino licenses, more restrictive. Current Missouri law only permits casinos on the Missouri and Mississippi rivers, with a capped number of gaming licenses. ORGC’s plan involves expanding this framework to include a new casino on the Osage River, with a portion of tax revenues supporting early childhood education.

In their previous effort, ORGC found support in urban centers like Kansas City and St. Louis, but rural voters, particularly in southern Missouri, opposed the plan. The Lake of the Ozarks area, the proposed casino site, also saw local counties voting against the measure. Nevertheless, ORGC is optimistic about a change in public opinion. They are banking on economic changes, stronger relationships with local leaders, and increased community engagement to gain support.

If successful, Lake Ozark could become a focal point for Missouri’s casino industry, with potential economic benefits for the region. ORGC is determined to overcome legal and political barriers to bring new gaming opportunities to the state. The investors are committed to addressing community concerns and emphasizing the economic and social benefits of the casino.

Prewitt expressed the group’s positive outlook, noting that they are learning from past experiences and actively working with local stakeholders to ensure the proposal meets community needs while boosting economic growth and supporting public programs.

Yet, not everyone is convinced. Some local residents and existing businesses remain skeptical about the impact of a new casino. They worry about potential negative effects on local infrastructure, traffic, and small businesses. Opponents argue that the focus should be on sustainable development that benefits the entire community, rather than introducing large-scale gambling operations.

Economic experts note that while casinos can provide significant tax revenue and job creation, they also bring challenges that must be carefully managed. The debate in Missouri reflects broader national discussions about the role of gaming in local economies and community development.

As ORGC moves forward with its campaign, the outcome will depend largely on their ability to effectively communicate the benefits of their proposal and address community concerns. The group’s willingness to adapt their strategy and engage with diverse viewpoints will be crucial in swaying public opinion and achieving their goal of bringing a new casino to the Osage River.

In the coming months, ORGC’s efforts will continue to be closely watched by both supporters and critics, as the potential for a new casino remains a contentious issue in Missouri’s evolving gaming landscape.
