Lithuanian Gambling Operator Faces Fine Amid Regulatory Crackdown

Lithuanian gambling operator Nese Group has been fined €6,000 after an inspection by the country’s Gambling Supervisory Authority. The inspection, which was unannounced, focused on an event hosted by the Nese Group’s Sekmes Tiltas brand at a casino in Vilnius. This inspection uncovered violations of two sections of Lithuania’s national gambling law.

At the event, guests received orange wristbands upon arrival, with part of each wristband collected in a container. These wristband pieces were later placed on a roulette table, and winners were drawn. The entire process was captured by the casino’s video surveillance system and subsequently reviewed by the Supervisory Authority. This draw was deemed an unauthorized gambling activity by officials. According to the Authority’s report, it violated Article 18, Part 1 of Lithuania’s gambling law, which mandates that all games must adhere to approved gaming regulations. These regulations specify the name, rules, stakes, location, and prize details of each game. The impromptu nature of the draw, conducted without formal approval, was found to be a direct breach of this law.

In addition to the unapproved draw, inspectors identified another violation under Article 15 of the same legislation. This article governs inventory obligations of employees at gaming establishments, requiring strict maintenance of procedures related to equipment, documentation, and oversight. The Supervisory Authority has given Nese Group until 30 October to rectify this violation. If not addressed, it could lead to the suspension of the company’s license to operate table games and Category A slot machines. The regulator warned that the suspension would remain until compliance is demonstrated.

Though the fine and warning have been officially issued, the Authority emphasized that Nese Group has the option to appeal the decision under the Law on Administrative Procedure of the Republic of Lithuania.

This ruling is part of a broader trend of regulatory tightening in Lithuania’s gambling sector. The country began a phased ban on gambling advertising on 1 July 2025, with the complete prohibition set for 2028. These steps are indicative of a stricter regulatory environment aimed at maintaining the integrity of Lithuania’s regulated gambling market.
