Risaralda Lottery Achieves Record Growth and Boosts Public Health Funding in 2025

The Risaralda Lottery concluded 2025 with an impressive 20% increase in sales, marking it as the fastest-growing traditional lottery in Colombia. This achievement was revealed during the Board of Directors’ final meeting of the year, underscoring a period characterized by robust financial performance, heightened business activity, and significant contributions to public health initiatives.

In addition to enhanced sales, the lottery transferred over COP 8 billion (around US$2 million) to the health sector, reinforcing its role as a vital financial supporter of local social programs. This combination of factors elevates the Risaralda Lottery to the status of one of Colombia’s leading gaming institutions.

During the annual presentation, General Manager Bibiana Garcés González described the year as “very positive and satisfactory,” expressing pride in the institutional support and achievements throughout 2025. She emphasized that it was a collective effort that propelled the organization to its current standing. The Board of Directors noted the lottery’s strong solvency ratio, which ensures the fulfillment of fiduciary responsibilities, with over COP 11 billion (US$2.8 million) paid out in prizes, including major jackpots.

The economic success of the lottery has had positive ripple effects, stimulating local investments and societal development. While regions like Valle del Cauca, Cundinamarca, and Tolima contributed significantly to sales, Risaralda itself accounted for 33% of total ticket sales, highlighting its importance within the region. This growth was largely attributed to an effective marketing strategy focused on strengthening the sales force, coupled with the introduction of a digital platform that allows for safe and convenient ticket purchases.

Apart from financial accomplishments, the Risaralda Lottery also advanced in areas related to social responsibility and regulatory compliance. Initiatives to support lottery ticket vendors, known locally as loteros, were part of these efforts. Additionally, a diagnostic report on illegal gambling in Risaralda was presented, offering insights that will enhance control and enforcement measures in 2026, ensuring protection of public and consumer revenues.

During the same meeting, the budget for 2026 was approved, including the continuation of the existing prize structure. The initial budget for the coming year is set at approximately COP 56 billion (US$14.5 million), as confirmed by Dora Patricia Ospina Parra, the Departmental Secretary of Finance. She acknowledged the administration’s efforts towards the growth and financial strengthening of the Risaralda Lottery and also highlighted technological investments made over the past year.

Looking ahead, with strong sales growth, consistent contributions to public health, and a solid financial foundation, the Risaralda Lottery is poised to further expand and uphold its commitments to the healthcare system, solidifying its role as a key public entity in Colombia’s regulated gaming industry.

Despite this success, some critics argue that relying heavily on lottery revenues for health funding may not be sustainable in the long-term and that greater diversification in funding sources could provide more stability. They contend that while the lottery’s digital advancements and market strategies are commendable, the sector must remain adaptable to changing consumer habits and regulatory landscapes to ensure continued growth.

Still, the optimism among Risaralda Lottery officials is palpable as they prepare to enter 2026. The combination of strategic planning, community engagement, and financial prudence is expected to sustain their trajectory, making the lottery not only a source of community pride but also a model for other regions in Colombia looking to bolster their public services through innovative gaming solutions.
