Spain Implements €700 Daily Deposit Cap Across All Online Operators

Joint Limit Replaces Per-Operator Allowances

Spain’s Directorate General for Gambling Regulation (DGOJ) has introduced a new deposit cap of €700 per day, €1,750 per week, and €3,300 over four weeks that applies to all licensed online operators in the country. The system, which becomes binding on 26 March 2027, marks a shift from the previous model where limits were set individually by each operator. Under the new rules, a customer holding accounts with multiple sites will have a single, combined allowance that follows them across the entire market.

Andrés Barragán, Spain’s secretary general for consumer affairs and gambling, announced the launch on Bluesky the morning it went live. “We are launching a new tool to help limit losses on betting. By default, limits will apply to daily, weekly and monthly deposits, effective across all platforms at once,” Barragán said.

The move addresses a gap in the existing regulatory framework. Previously, a player with accounts at five different operators held five separate allowances. Now, once the combined total of deposits across all licensed sites reaches the cap, no operator is permitted to accept further funds from that individual. The DGOJ will manage the system directly, using a central tool to verify compliance with these joint limits in real time. Operators are not required to exchange player data with one another, a design choice the ministry presents as a privacy enhancement.

Player Portal and Identity Verification

Alongside the deposit cap, the consumer affairs ministry launched a Player Portal on the same day. The portal is free, accessible to all Spanish citizens through the national Cl@ve digital identity system, and does not require the user to hold a gambling account to be registered. It provides a central dashboard where users can view their deposits, stakes, winnings, and losses, as well as historical data and aggregated statistics across their various accounts.

The portal also allows players to manage their joint limits, set customisable alerts on spending levels, and track whether individual operators are correctly applying the caps. A key feature is the provision of a list of gambling accounts linked to the user’s identity, which helps detect impersonation. If an account has been opened using another person’s details, it will be visible to the person whose identity was misused on this government dashboard. Users can also download electronic activity certificates for completed years.

Ministerio de Derechos Sociales, Consumo y A2030 stated that these tools are oriented toward the prevention of risk behaviors in online gambling, advancing transparency and the promotion of a safer gaming environment. The ministry noted that multi-operator players make up roughly a third of everyone active in Spanish online gambling, making the joint cap a significant regulatory adjustment.

Procedures for Limit Changes and Implementation

Players retain the right to modify their limits, but specific procedural safeguards have been introduced. Any change to, or removal of, a limit only takes effect after a waiting period of three working days. Furthermore, a player can raise the limit no more than once every three months. Those wishing to lower, raise, or switch off the joint cap must go through a dedicated procedure that includes reinforced information on the risks associated with gambling. Existing per-operator limits remain in force underneath the new joint limit, providing an additional layer of restriction.

The system is currently in a testing phase. The DGOJ’s Safe Gambling Programme 2026 to 2030 had previously flagged the introduction of deposit limits and a player self-assessment tool. While the deposit cap is set to become binding in March 2027, a separate public consultation on a mandatory monthly screening test closed on 22 October. That draft would require operators to screen accounts in the first seven days of each month against the previous 183 days of activity, building on the framework of Royal Decree 176/2023.

During an earlier consultation round in 2025, operators disputed the DGOJ’s estimated implementation cost of €130,000 per operator. With the binding date approximately five months away, licensed operators are now integrating the new central verification tools into their platforms to ensure compliance with the new joint deposit framework.

Why It Matters

This regulation fundamentally changes how Spanish online gambling operators must manage customer funding by enforcing a single, cross-platform limit. It eliminates the practice of players circumventing individual site restrictions by using multiple accounts, which the ministry identifies as a significant portion of the active market. The introduction of a central Player Portal also shifts the burden of identity verification and activity tracking to a government-controlled dashboard, impacting both operator compliance costs and player privacy expectations.
