Rio Grande do Norte Prepares for State Lottery Launch in 2026

The State Lottery of Rio Grande do Norte is on track to launch its operations by the first half of 2026. Portaria nº 1.306, published in early December in the state’s Official Gazette, outlines the operational guidelines for the RN Lottery. This regulation defines the conditions and procedures for conducting fixed-odds betting operations, commonly referred to as “bets.” It also designates AQF as the inaugural betting modality for the state lottery.

Under this regulatory framework, SEFAZ will handle the concession contracts for commercial exploitation of lottery products, which will be open to private companies through a formal credentialing process. Eligible entities include those established under Brazilian law or foreign entities with subsidiaries in Brazil, provided a Brazilian partner holds at least 20% equity. The primary revenue stream for operators will be the amounts wagered by bettors, though other revenue opportunities may exist with prior SEFAZ approval. The state retains authority over control, auditing, and continuous regulatory oversight.

The RN Lottery’s legal foundation was laid with the enactment of Law 12.217/2025 in June, followed by regulation through Decree nº 34.840/2025 in September. This legal framework encompasses authorization, operational guidelines, and supervisory practices, including fixed and variable licensing fees.

The state lottery will offer a diverse range of products, including numerical draws, sports prognostics, and fixed-odds betting (AQF). These will be accessible both as physical products and digital platforms, allowing participation via printed tickets or online interfaces.

Establishing a State Lottery Fund is especially noteworthy, as it will collect the value of unclaimed prizes after 90 days. Revenue from lottery activities will support social sectors such as health, education, and public security, providing the state with a valuable source of non-tax income. Operators are strictly prohibited from offering advances, credits, or bonuses to bettors, and participation by athletes, sports officials, or regulatory personnel is forbidden.

The government of Rio Grande do Norte intends to adopt a free-market competition model by permitting multiple operators to be approved within the state. This approach aims to enhance player experiences while ensuring the lottery and betting activities are conducted transparently, regulated, and financially sound.
