Ukraine Imposes Fine on BetKing Casino for Regulatory Non-Compliance

The Ukrainian gambling regulator, PlayCity, has imposed a fine on SLOTS U.A. LLC, the operator of BetKing Casino, amounting to over ₴432,000 (approximately $10,000) for failing to meet a deadline to provide requested information. The announcement was made on PlayCity’s Telegram platform, highlighting the essential nature of timely and complete data submission by gambling operators to ensure transparency within the gambling market. BetKing, previously known as Slotoking, operates under a license issued in Kyiv in late 2024 and also manages the 777 brand through its Slots UA operations. The system, accessible via PlayCity’s website, is designed to streamline the complaint process by allowing users to submit details about where the ad appeared, including on social media, websites, television, radio, or outdoor platforms, along with links, screenshots, or video evidence. This technological advancement facilitates the automatic storage of submitted evidence, and complainants receive progress updates via email. The platform addresses challenges such as fast-disappearing content on social media by immediately capturing and storing linked content for review.

This system’s efficacy was demonstrated when PlayCity reported the removal of a Twitch account that streamed illegal gambling content. After an investigation, the findings were sent to Twitch, resulting in the account’s removal within a week. This development underscores PlayCity’s enhanced collaboration with major digital entities, such as Meta, YouTube, Google, and Viber, to swiftly address and eliminate illegal gambling promotions.

Parallel to these enforcement actions, Ukraine has commenced consultations on a comprehensive plan to address gambling addiction. The Cabinet of Ministers has released a draft order inviting public feedback on a strategy extending to 2035. The initiative, led by the Ministry of Digital Transformation, aims to mitigate the adverse effects of gambling, prevent addiction, and offer protection to individuals and families affected by excessive gambling behavior. The draft includes an operational plan for the years 2027 to 2029, focusing on the coordination of various government agencies and stakeholders to tackle social, economic, and medical issues related to gambling. Stakeholders have until May 18, 2026, to provide input on the proposed strategy.
