Omura Business Group Reinitiates Integrated Resort Study in Japan

In Omura city, located within Japan’s Nagasaki prefecture, the Omura Business Group has announced its intention to explore the feasibility of establishing an integrated resort. This development, reported by Nippon Television and other media sources, marks a renewed discussion on casino resort ventures in the area, several years after Omura was previously considered a potential location. The initiative could have significant implications for the region’s economic and regulatory landscape.

Formation of Study Council

Leading the charge is Hitohisa Nakamura, who heads the Omura Chamber of Commerce & Industry. Nakamura has requested the involvement of Omura’s mayor, Hiroshi Sonoda, as an advisor to the newly proposed Omura Bay Green IR Feasibility Study Promotion Council. This council is set to be established by August. Mayor Sonoda has reportedly agreed to participate, expressing a willingness to progress the idea. The chamber is expected to finalize an integrated resort concept and present it to the Nagasaki prefecture by the end of the year.

Strategic Timing for National Application Window

The timing of this initiative appears strategically aligned with Japan’s next national application window for integrated resorts, which will occur from May 6 to November 5, 2027. The Omura Business Group is reportedly preparing its proposal in anticipation of this opportunity. The city was previously considered in 2024 at a meeting led by the Omura city branch of the Junior Chamber International, which showed interest in hosting such a resort. In 2021, Omura was mentioned as a potential site before Sasebo was chosen as Nagasaki’s candidate for the first round of integrated resort applications.

Local Infrastructure and Challenges

Omura benefits from certain infrastructural advantages, including its proximity to Nagasaki Airport, located on an island in Omura Bay, and its connection to the Nishi Kyushu Shinkansen, Japan’s high-speed rail network. These transportation links enhance Omura’s appeal as a candidate for a casino resort. However, Japan’s current casino liberalization laws stipulate that only prefectures and ordinance-level cities can apply for an integrated resort license. Consequently, any proposal from Omura must conform to these national guidelines to be considered viable.

Historical Context and Previous Attempts

Nagasaki prefecture submitted a proposal during the first application round but was ultimately not selected, with officials citing uncertainties about financing as a key issue. Thus far, there has been no indication from the prefecture regarding renewed efforts to apply. Osaka was the sole region to succeed in the initial bidding process, securing approval for a JPY1.51 trillion (approximately USD 9.49 billion) project in collaboration with MGM Resorts International and Orix Corp. This resort is expected to commence operations in 2030.

Next Steps in the Process

Looking ahead, the focus will be on the formation and activities of the Omura Bay Green IR Feasibility Study Promotion Council. The council’s findings and the subsequent proposal submission to Nagasaki prefecture by the end of the year will be crucial. Should the proposal progress beyond the prefectural level, it will need to align with national standards during the 2027 application window. The process will require careful navigation of regulatory requirements and collaboration with local and national stakeholders.
